TCS is a local company, founded by industry experts, to assist New York City Taxi and Limousine Commission (TLC)-licensed base owners and vehicle leasing companies to more intelligently and efficiently manage the risk of drivers and vehicles being dispatched. Who We Are
Charles J. Tortorici, Esq.
Charles served at the TLC for more than 14 years in numerous senior management positions, including Deputy Commissioner for Licensing, Deputy General Counsel and Acting General Counsel, where he shaped policy and litigated complex cases for the agency. Before joining TLC, Charles was an Assistant District Attorney in Kings County, and a Special Assistant Corporation Counsel with the New York City Administration for Children's Services.
In 2012, Charles founded a boutique law firm which continues to specialize in counseling the for-hire and taxicab industries in the greater New York City area, including all ground transportation owners, on a broad spectrum of legal matters.
Charles is also an Adjunct Professor at John Jay College of Criminal Justice, The City University of New York.
Andrew has driven medallion taxis and limousines on and off for nearly 40 years, and until recently ran the N.Y.C. Taxi and FHV Driver Institute (Institute) at LaGuardia Community College/CUNY for 16 years. Before becoming the Director of the Institute, Andrew was a Continuing Education Instructor training drivers since the inception of the Institute in 1984. During that time Andrew worked with the NYPD's Crime Prevention Section to help develop a brochure on safety tips for taxi and FHV drivers, which was distributed to all drivers in 1987. After Graduating from Queens College with a Bachelor of Fine Arts, Andrew was a Dispatcher for a large Midtown taxi garage, Kafka Management Corp. Andrew was also an Adjunct Professor at LaGuardia Community College, Fine Arts Program, The City University of New York.
Andrew created and currently teaches “Taxi Yoga,” (taxiyoga.net) an exercise program that address physical challenges faced by today’s professional drivers and office workers.
During his 16 years running the Institute, he has partnered up with a number of organizations always looking for ways to improve the life and well being of today’s professional driver:
- Sponsored, hosted and facilitated free English Conversation groups in conjunction with We Are New York Project/NYC Mayor’s Office of Immigrant Affairs to help New York taxi drivers practice English in community-based conversation groups.
- Partnered up with Immigrant Health and Cancer Disparities Service Memorial Sloan-Kettering Cancer Center, (IHDC) for the health fair "Step On It" that enabled the IHDC’s community outreach to screen and provide services to taxi drivers.
- Andrew is a certified In-Service Training Coordinator and Defensive Driving instructor – National Traffic Safety Institute.
- In addition to his work with professional drivers, Andrew facilitated a NY State Department of Motor Vehicles’ Driver Rehabilitation Program (a.k.a., Drinking Driver Program) with Queens College/CUNY for two years.
Andrew continues to serve the transportation stakeholders as a consultant, trainer and Industry Representative.
Co-Founder / CTO
Rosh is a technologist and a serial entrepreneur with over 10 years of experience building and launching several successful internet companies in the capital markets industry. Between 2005 and 2011, he served as the CTO and co-founder of FX Universal, helping create one of the first Forex signals and market analysis software. In 2011, Rosh co-founded FX Junction, a social trading network connecting over 250 Forex brokers and over 17,000 traders around the world.
His involvement in the New York City taxi industry dates back to 1999, when he created systems to automate business processes at Master Cabbie Taxi Academy. Rosh is passionate about solving complex problems using modern technologies and tools. Over the years, he has consulted several start-ups on web development, database architecture & design, data aggregation/analysis, systems integration, and online business development. Rosh is a strong proponent of standards-based web development and design that incorporate the core usability principles.
